In 2017, the South Carolina Department of Education (SCDE) set out to anchor teaching and learning in a set of core competencies that would bring their Profile of a Graduate to life. Over seven years, they launched a coherent, statewide vision for Personalized, Competency-Based Learning (PCBL).
The challenge: How to engage educators and district leaders across a diverse state, build a shared framework, and create the systemic capacity-building and policy supports necessary to sustain the work over time.

SC Competency Framework
Co-design the Profile of a SC Graduate Competency Framework, grounded in research and informed by educator, industry, and community voices.
Statewide Professional Learning Opportunities
Facilitate statewide capacity-building in PCBL, bringing together district and school leaders and teachers to align vision and practice.

Develop resources and tools to support both leadership and classroom-level implementation.
Sustaining PCBL at every level
Sustaining PCBL required leadership at every level. reDesign supported SCDE in:
Designing and field-testing a future-forward competency framework.
Developing the capacity of SCDE leaders to sustain the work.
Establishing and facilitating a multi-pronged professional learning strategy to support PCBL at all levels of the system.
Building sustainable capacity through a Fellowship
To ensure long-term sustainability, reDesign co-designed and facilitated a two-year virtual Fellowship on Personalized, Competency-Based Learning for leaders from across the state.
Years 1–2
reDesign led the Fellowship while SCDE staff learned alongside, building shared language, facilitation skills, and deep understanding of PCBL in practice.
Years 3–4
SCDE fully facilitated the Fellowship, with reDesign shifting into a coaching role—supporting reflection, refinement, and long-term ownership.
This model not only deepened practice in participating districts, but also created a self-sustaining leadership structure capable of supporting statewide growth over time.
What this made possible
A statewide shift doesn’t happen through a single initiative—it’s built through shared language, new practice, and leadership that can sustain the work over time.
Expanding from a handful of early pilots to near-statewide participation in PCBL activities.
Educators in pilots reported evidence of practice change, including greater use of student-centered strategies.
Learners showed stronger engagement and ownership, demonstrating readiness for future learning.
Personalized, Competency-Based Learning is not just an initiative, it’s a movement that has transformed classrooms across the state.
